What exactly are federal contracts and how do people make money from there? I am registering for my business and leaning more about it and within all the websites writing it mentions something about bidding on federal contracts and things of that nature. Why does the U.S. government allow no-bid contracts and should we continue them.? I'm sorry that I don't have the source for this, but I believe that Halliburton was awarded a no-bid contract for their services in Iraq. Why does the federal government allow no-bid contracts and should they be continued? Is there any advantage to allowing a no-bid contract? If so, how does it help the American people by allowing a no-bid contract? I'll give the ten points to the best answer which gives a valid reason why we should continue allowing no-bid contracts. (For those who don't know what a no-bid contract is, I believe it is when the government a contract to an individual or group/company without considering competitive bids). Contractor of federal government, not paying employees for holidays?? Is this legal? I work for a company that is contracted by the federal government. We are currently in the process bidding for a new contract, which ended September 30, 2007. We are currently working under an extension of the previous contract until the new one is awarded. Our employer is stating that she won't get paid until she is awarded the contract and therefore we are not getting government holidays paid, though were are forced to take them off unpaid. She states that we will receive pay for these prorated in the future. There are other contract offices other than ours and from what we have heard, they have gotten all of their holiday pay. We also are only getting prorated pay for our personal and vacation time. I don't like this, I can understand the personal/vacation time a little bit better than the holiday because that is time we are requesting to take off. No one seems to want to ask anyone who is connected to our company for fear of losing their job. We have been in contact with the Office of Inspector General, but they do not answer their phone or reply to their email. If your solution is to find another job, trust me, I am trying. We have what we call the "golden handcuff" here, meaning that our wages are decent enough and finding a job that is competitive to them is extremely difficult. We are also being told that with this new contract, it is called performance based and that if our company doesn't meet the government's expectations 100% that we won't get paid….someone please tell me how this is legal? Does anyone know who I could contact about this?

If noone protests wars WE start, no bid contracts and war profiteering, the loss of the middle class, global warming, filthy air or massive federal debt that is set to destroy us financially, does that mean: a) noone cares as long as they have a 6 pack and the remote control? b) its really true as one newsrite told me on a cross country flight, "the reason, you ask, why noone wrote about the savings and loan scandal is, americans are too stupid to understand anything above a sound bite." c) there are no real issues of abuse or neglect of power. d) the talking heads of the big 3 news stations report the same 5 stories because only 5 stories exist? e) the masses can't find ways to be heard? f) anyone who speaks up is ostracized? Got any comments about the USAF tanker contract that went to a foreign contractor? Just curious if anyone knows about this deal that went went to the European Aerospace Defense and Space / Northrop Grumman to build the next generation air refueling tanker. It was worth up to $44 billion, and would have supported about 9,000 jobs here in the US. Boeing was the other major bidder for the contract, and is pretty pissed that they were not awarded the business. I have seen something about some Boeing execs getting caught and doing Federal time for some improprieties during the bid process, and somehow McCain is being blamed for Boeing losing the bid. How is he tangled up in all that, and how could it be HIS fault? What I don't understand is why a foreign company would ever be allowed to bid on a US military contract. I tell you, when I take my rightful place as National Sovereign Leader of the US, I will stop such nonsense. (Just kidding, of course. The voices told me that I shouldn't tell anyone about that.) Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about $500 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine. More health care choices: As President Bush stated, "…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What's good for members of Congress is also good for seniors. New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you'll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford. Homeland Security, Border Enforcement & Immigration 1. *See Government Reform above. Launched Operation Tarmac to investigate businesses and workers in the secure areas of domestic airports and ensure immigration law compliance. Since 9/11, DHS has audited 3,640 businesses, examined 259,037 employee records, arrested 1,030 unauthorized workers, and participated in the criminal indictment of 774 individuals. 7. Why is the criminal justice system in America designed as it is? After years of observation. I have come to the conclusion that ANY LEGISLATION PASSED AT STATE AND FEDERAL LEVEL is passed for only a couple of reasons and those reasons have nothing to do with improving the lives of the American people but always to improve the size and numbers of corporate bank accounts and offshore numbered bank accounts of the bottom of the pond, scum sucking politicians we elect but who in reality represent Corporate interests. The more agencies, the more hands the taxpayers money has to go through increases the ability of our, excuse me, their politicians to siphon off a few millions along the way. Everything including most wars have nothing to do with freedom or anything else but everything to do about money. Look at Iraq. How many millions has Cheney's company made? No bid contracts, fraud, secret meetings at the White house. When I was in, it was save the Vietnamese people. Now, it's save the Iraqi People. The slogans change but the reasons never do.

Is this a non-partisan way to help generate green electricity and help out farmers and the economy? Should the federal government contact farmers across the country and ask them if they would be intrested in a biomass power generation device using plant and other waste material from there farm paid for entirely with grant money which would generate green energy and extra income for them? Would this be a good use of tax dollars? Democrats would sign onto it because it would help the enviroment by generating green global warming free energy? Republicans would sign onto it because it helps farmers and the economy. It would help create energy independence helping disentangle us from the middle east as well. What really happened at Walter Reed Hospital? Walter Reed Crumbled as Army Delayed Private Maintenance Contract Sunday , March 18, 2007 AP ADVERTISEMENT WASHINGTON — An Army contract to privatize maintenance at Walter Reed Medical Center was delayed more than three years amid bureaucratic bickering and legal squabbles that led to staff shortages and a hospital in disarray just as the number of severely wounded soldiers from Iraq and Afghanistan was rising rapidly. Documents from the investigative and auditing arm of Congress map a trail of bid, rebid, protests and appeals between 2003, when Walter Reed was first selected for outsourcing, and 2006, when a five-year, $120 million contract was finally awarded. The disputes involved hospital management, the Pentagon, Congress and IAP Worldwide Services Inc., a company with powerful political connections and the only private bidder to handle maintenance, security, public works and management of military personnel. While medical care was not directly affected, needed repairs went undone as the staff shrank from almost 300 to less than 50 in the last year and hospital officials were unable to find enough skilled replacements. An investigative series by The Washington Post last month sparked a furor on Capitol Hill after it detailed subpar conditions at the 98-year-old hospital in northwest Washington and substandard services for patients. Three top-ranking military officials, including the secretary of the Army, were ousted in part for what critics said was the Pentagon's mismanaged effort to reduce costs and improve efficiency at the Army's premier military hospital while the nation was at war. IAP is owned by a New York hedge fund whose board is chaired by former Treasury Secretary John Snow, and it is led by former executives of Kellogg, Brown and Root, the subsidiary spun off by Texas-based Halliburton Inc., the oil services firm once run by Vice President Dick Cheney. IAP finally got the job in November 2006, but further delays caused by the Army and Congress delayed work until Feb. 4, two weeks before the Post series and two years after the number of patients at the hospital hit a record 900. "The Army unfortunately did not devote sufficient resources to the upfront planning part of this, and when you do that, you suffer every step of the way," said Paul Denett, administrator for federal procurement policy at the Office of Management and Budget, the White House unit that prepares the president's budget and oversees government contracts. The contract includes management of Building 18, which houses soldiers with minor injuries and was highlighted in the Post series as symptomatic of substandard conditions: black mold on the walls of patient rooms, rodent and cockroach infestation, and shoddy mattresses. Those 54 rooms are now vacant. Interior work cannot be started until a badly damaged roof is repaired, and that will need another contract because it's not covered in the IAP contract, Walter Reed officials said. "These rooms are exactly as they were left," Sgt. Gary Rhett, manager of Building 18, said Thursday. "No changes have been made." The Army has confirmed the timing of the contract delays but declined several requests for comment on why the protest and appeal process took so long, even as more and more injured soldiers were arriving. The trail goes back to the end of the Clinton administration. The Army began studying the cost benefits of privatization in 2000. When President Bush took office, he mandated the competitive outsourcing of 425,000 federal jobs. At the time, the Pentagon was aggressively pushing for increased outsourcing, and in June 2003, then-Defense Secretary Donald Rumsfeld told a Senate committee he was considering outsourcing up to 320,000 nonmilitary support jobs. That's the same year that the Army asked for bids on Walter Reed and, coincidentally, the same year the United States invaded Iraq. One company responded: Johnson Controls World Services Inc., which would be acquired by IAP in March 2005. It initially bid $132 million, but it and Walter Reed's then-management agreed that the Army was underestimating the cost. By September 2004, the Army had decided it would be cheaper to continue with current management, which said it could do the work for $124.5 million. Johnson Controls filed a protest with the Government Accountability Office. The protest was dismissed in June 2005, but the Army agreed to reopen bidding three months later to include additional costs for services. In January 2006, after two rounds of protests by IAP and two appeals by Walter Reed employees to the U.S. Army Medical Command, IAP was named the winner, according to Steve Sanderson, a Walter Reed spokesman. Instead, in an unusual turn of events, the contract wasn't awarded for another 11 months, the GAO said. Walter Reed officials blame several factors, including an additional protest to the GAO filed by Deputy Garrison Commander Alan D. King, a separate appeal to the U.S. Army Medical Command by Walter Reed's public works director, at least one intervention by Congress, and delays on required congressional notifications about government employee dismissals. IAP spokeswoman Arlene Mellinger said "it was up to the Army to decide when to begin that contract." The company was ready to start at any time, she added. In August 2006, led by Sen. Barbara Mikulski, D-Md., lawmakers asked then-Army Secretary Francis J. Harvey to hold off on the contract until Congress finished work on the fiscal 2007 defense appropriations bill. Congress approved that bill Sept. 29. The Army's plan then was to eliminate 360 federal jobs at Walter Reed in November and turn the work over to IAP, according to the American Federation of Government Employees, a federal workers' trade union. But the Army failed to notify Congress 45 days in advance, as required by law, so the turnover was delayed until early this year. Then it was IAP's turn to have problems. When work finally began at the hospital, IAP made an immediate request, which the Army approved, to hire 87 temporary skilled workers for up to four months "to ease the turbulence caused by employees being placed into positions or other installations and otherwise finding new jobs early," said Sanderson, the Walter Reed official. However, a "tight" job market in the Washington area meant that only 10 qualified temporary employees were found, he added. Meanwhile, injured soldiers continue to arrive weekly to a short-handed, deteriorated hospital, which the Army still plans to close in 2011.

Is an offer with a real estate company legal? There is some land being sold next to where my husband grew up that is being sold through a federal bankruptcy court. I called a local real estate agent who made an offer to the listing agent. The listing agent called the attorney's office who represents the bankruptcy court and they put my offer before a judge who accepted. I had to pay a "retainer" to show my good intentions ($500.00) and sign a contract which stated I would pay the rest within 30 days. They cashed my check, and I started all the loan paperwork and have paid a little over $800.00 in closing costs. What is your reason to vote for Obama? 1.Leadership – Obama has created the largest grassroots campaign with an enormous amount of new donors. People believe him, they are inspired by him. He has proven he has the political skill to persuade large groups of citizens to agree with his policies, this can break the strangehold of competing interests in Congress. This can ease the tensions with Hamas, Iran, North Korea and even lift the Cuban embargo. We need a leader who will talk to countries, not create illusions of WMD’s. Obama thinks outside-the-box and listens to what needs to be done to keep tensions down. 2.Foreign Policy – He will change the direction of the war. Obama has been against the war from the beginning and understands that there is no way to win in Iraq. The Iraq war is a sad case of “escalating commitment” therefore we must remove our depleting resources and exhausted troops out of Iraq as quickly and safely as possible. This will restore a positive view of peace keeping Americans in the eyes of the Arab world. Remember, there never has been peace in the Middle East and American resources will not change that. 3.Domestic Policy – Bush’s domestic policy is spending more money (like a 16yr old with daddy’s credit card) and cutting more taxes. Since Bush has been in office, the accumulated national debt has risen from $5.77 trillion to just over $9 trillion (a 50% increase in 7 years). Our economy is in shambles because of Bush’s need to police the world. McCain is now promising to continue Bush’s failed policies. Obama’s policy is to restore fiscal discipline to Washington; Reinstating PAYGO (pay as you go) rules. – We all have budgets in our businesses and homes. Should the U.S. Government Create a Private Army to Work in Iraq? Should the federal government direct the Pentagon to create the framework for the privitization of military operations in Iraq? Specifically, the Pentagon would compose a broad scope of work -- identifying where troops are needed as well as equipment and support requirements. The contract would then go out to bid and corporations would bid for the contract -- or pieces of the contract. U.S. troops would then rotate out as privately employed mercanaries would move in. The corporation that holds the contract would be required to report progress and intelligence to the Pentagon. This is a unique conflict that requires unique ideas. (Side note: If the private army ever needed assistance (such as air support, it would be provided to them ... for a price, of course).

Joseph Biden submitted it to Clinton in 95 under the name "Omnibus Counterterrorism" and Clinton pushed Congress to pass it - they refused, at the time. People, this is our country. We are, for the moment, a people with a government. Not a ruler with subjects. Oil is more than $100 a barrel. The military is strained to the breaking point, so we are now recruiting high-school dropouts and people with criminal records. The American economy is on the tipping point of disaster. Bush's disapproval rating is at 65 percent. Iraq is by no means stable. The destruction of infrastructure and loss of life in Iraq have, many say, permanently wrecked the country. The so-called rebuilding of Iraq has, from the beginning, been a cluster-blunder marked by greed, corruption, no-bid contracts and incompetence. To a large extent, we have lost our economic independence. Most of the brands you see advertised on television are Japanese; most of the stuff we buy is made in China. When Obama starts stimulating the economy with new bridges,etc? Will there be a requirement that all materials, parts, machinery be AMERICAN MADE? I'll bet that requirement won't be written in. Bridges will be made of imported steel, concrete will be imported, workers will be illegal immigrants, and the only companies to get the contracts will be the same ones that have been getting them for the last fifty years. There won't be any new companies formed. It take lots of time and lots of money for companies to be qualified to bid on state and federal government contracts. Don't let Obama fool you into thinking that millions of people are going to get jobs out of this. Road crews are much smaller than they used to be,because of advances in equipment designs and advanced methods of construction. Ask any road builder, and they will tell you that they can equip a dozer with gps and let it loose to bring the new road to grade with almost no humans involved. How is this a bad thing, Obama bashers? President Barack Obama on Wednesday ordered an overhaul of the way the U.S. government awards contracts for private sector work, reversing a Bush administration policy that in some cases led to federal investigations of procurement practices and no-bid contracts. Obama joined Republican Sen. John McCain, his presidential campaign rival, and other congressional figures to announce an executive memorandum that commits his administration to a new set of marching orders for awarding contracts. Is the Bloc greedy or what??? The Bloc Quebecois has demanded that Quebec get the lion's share of the benefits because it has the largest chunk of the country's aerospace industry. They "demand" ??? I don't think they deserve to be given any federal based contracts. They aren't even Canadians!!! Harper should tell them to grow a pair and place thier bids like the rest or shut the hell up. Maybe if they lost a few contracts because of thier attitude they mind act reasonably. Demand ? Demand this Bloc.
